Reluctantly, under the auspices of the newly formed League of Nations, a postwar compromise was brokered: France, Belgium, Japan and the British dominions agreed to hold their conquered territories under mandate from the League and to administer them according to specific norms. In the end, fourteen mandated territories were formed; they had almost nothing in common, and yet, against all odds, these disparate and far-flung territories became the object and the vehicle of global transformation. In this masterful history of the mandates system, Susan Pedersen argues for the role of the League of Nations in creating the modern state-centered world.
