I. Attendance, under 15 Pupils. - Schools with an average attendance under fifteen, conducted on the pnnci Ice and the system of the Board, will not be admitted to the enjoyment of ary, but will be entitled to inspection and to books and apparatus under existing regulations. The teachers will be eligible for training, and their service, from the1r connexion with the Board, will count to their credit in respect to eu plemental salaries, retiring allowances, &c should their schools afierwards ecome entitled to regular grants of salary, should they be removed to others so entitled.
