Half a century after Israel's foundation as a state, this paper examines the basis of the country's security policy, and analyzes the impact on it of changes in the external threat environment, and in domestic politics and society. It argues that the changing nature of the threat confronting Israel, together with political challenges to the basic assumptions underlying security policy, such as permanent Arab hostility, have made the traditional security concept obsolete, and necessitate its reformulation.
