The American system of social insurance faces significant challenges in the 1990s. Parts of the system-Social Security and unemployment insurance-are more than fifty years old, and even the newest part-Medicare-has passed its twenty-fifth anniversary. During these years there have been major changes in labor force behavior and patterns of compensation, in longevity and family life, and in the scope and structure of our health and social service systems. The Third Annual Conference of the National Academy of Social Insurance examined where and how social insurance should be adapted to take account of these changes and to better reflect the circumstances of the 1990s.

The National Academy of Social Insurance is a nonprofit, nonpartisan organization devoted to furthering knowledge and understanding of Social Security, protection against the cost of health care services provided for or required by the government, unemployment insurance, disability insurance, workers' compensation, and related public and private programs. The Academy takes responsibility for assuring the independence of any project organized under its auspices. Participants in the Third Annual Conference were chosen for their recognized expertise and with due consideration of the balance of disciplines appropriate to the program. The resulting proceedings represent the views of those who presented the papers and are not necessarily the views of the members of the National Academy of Social Insurance.
