America, understandably, held a deep distrust of European-style professional standing armies so any clauses giving the provision of such a force aroused strong feelings amongst the founding fathers. The old Continental Congress had a truly abysmal record in looking after its soldiers and there was deep antipathy towards the creation of any kind of force. Palmer deals admirably with the two sides to this story, the civil and the military. His breakdown of the worries, desires and values of both parties are truly sympathetic and the intertwining of analysis and narrative give the book the authority of scholarship.
