In conclusion, I have to report that, in obedience to the commands of my chief, I have answered quite a number of letters pertaining to the office which I have temporarily held. On the 11th of April last, I granted letters of dispensation to companion G. St. C. Hussey, and a competent number of companions, to open and hold a chapter at Fort Madison, Lee county, under the name of Potowonok Chapter. This chapter has done a large amount of work, and from the known zeal and competency of the high priest of the new aspirant for charter honors, I have no doubt but they will render a good account of their stewardship. I have made but one decision which needs to be reported. A companion was acting as high priest of a chapter under dispensation. He had not demitted from the chapter to which he before belonged. At the last regular convocation of the chapter in which he held membership, he was elected high prie«t thereof. He desired to know what he should do. Held, that he should have demitted from the chartered chapter ere he signed the application for a dispensation to form and open a new chapter. Held, also, that as he had not done this, and was placed in the anomalous position of being the high priest in/act of one chapter, and the high priest elect of another chapter, it was hs duty, as soon as the new chapter was chartered, to decide in which of the two he would hold his membership, and act accordingly.
