We have laid a fairly good foundation to our edifice, but we have.not built in regular order.upon this foundation, and proceeded from floor to floor, till the whole has been covered in and completed by the roof of a noble university. We seem to have reversed the usual order, and put on our roof before building the walls. The result is what might have been expected. Roof and foundation lie so closely together that their nature and purpose have been of necessity mistaken: the roof seems to have been used and regarded as only an enlarged foundation. Then we may well ask if our foundation is as good as it might be? The Education Act of 1870 treats Wales as though it were only an English county. The result of the working of the Act shows the mistake of that policy. An English child understands the language in which he is taught. He has not to learn English before he can take in any instruction. It is different in Wales. I suppose it is not too much to say that one third of the children in Wales have to be taught the language in which their instruction is conveyed before they can derive much benefit under the present mode of working the Education Act of 1870. Obviously then these Welsh children to whom I refer labour under a great and serious disadvantage. To thrust on a people a system of education which does not take into account aud makes no provision, for their peculiar needs and circumstances seems to be an exhibition of great political folly. The wisdom of our rulers insists upon all Wales being taught exclusively in a language which to, at least, one third of the population (to put it in a moderate way) is a foreign language. I have no desire to advocate the teaching of Welsh in our Elementary Schools merely because it is our native ton...
