As every government has been more or lefs unjuft in its origin, and ftill continues to be ib in its adminiftration, is not every individual liberated from the obligation of civil obedience? 1 In folving the above difficulties recourfe is had to the principle of expedience The principle of expedience is applicable to every poffible cafe. It is therefore concluded to be the proper ground, on which to explain the reciprocal duties of the governing, and governed, part of a Community. tl.
