So far I have considered the theoretical grounds of Mr. Mill's principle and its practical application to liberty of thought and discussion. I now proceed to consider its application to morals. It may be well to restate it for fear that I may appear to be arguing with an imaginary opponent. * The object of this essay is to assert one very simple principle as entitled to govern absolutely all the dealings of society with the individual in the way of compulsion and control, whether the means used be physical force or the moral coercion of public opinion. That principle is, that the sole end for which mankind are warranted, individually or collectively, in interfering with the liberty of action of any of their number is self-protection/ A little further on we are told that 'from the liberty of each individual follows the liberty within the same limits of combination among individuals--freedom to unite for any purpose not involving harm to others/ The following, consequences would flow legitimately from this principle. A number of persons form themselves into an association for the purpose of countenancing each other in the practice of seducing women, and giving the widest possible extension to the theory that adultery is a good thing. They carry out these objects by organizing a system for the publication and circulation of las civious novels and pamphlets calculated to inflame the passions of the young and inexperienced. The law of England would treat this as a crime. It would call such books obscene libels, and a combina tion for such a purpose a conspiracy.
