The commission was tasked with evaluating the effectiveness of the recently passed McCarran-Walter Act and making recommendations to the President on necessary improvements. The McCarran-Walter Act had come under fire from advocacy groups who believed it contained discriminatory policies toward certain ethnic and racial groups. Many of those who testified before the commission were either victims of discrimination under the act or represented organizations advocating for their rights.
