The Caseload Forecast Council is charged with forecasting the entitlement caseloads for the State of Washington. The council meets several times a year to adopt official forecasts that are the basis of the governor's budget document and utilized by the legislature in the development of the omnibus biennial appropriations act. The council is also responsible for maintaining databases on all Washington state adult felony sentences and juvenile offender dispositions. The council publishes annual statistical summaries of adult and juvenile sentencing, and estimates the bed impact of all legislative proposals for changes to the state adult and juvenile sentencing guidelines. I n addition, the council publishes annual adult felony and juvenile disposition sentencing manuals that provide guidance on the use of the state sentencing guidelines.
