PORTNEY is Professor of Political Science at Tufts University and the author of Taking Sustainable Cities Seriously: Economic Development, the Environment, and Quality of Life in American Cities (2003). Both are members of the adjunct faculty of the Jonathan M. Tisch College of Citizenship and Public Service at Tufts.
