When he reread in in 1900 (in order to do a preface to the fifteenth printing), he had such serious misgivings about it that he warned his readers new developments 'may put this whole volume hopelessly out of date.' Wilson's misgivings had to do with his thought that Congress was necessarily the central and jpredominant power in the American system, and that the Presidency had become an ineffectual office.
