Descrizione libro 4 Reports, 1894-98. The Committee was first appointed in June 1894 ‘to inquire into and report upon the Law relating to the keeping, selling, and conveyance of Petroleum and other Inflammable Liquids, including the precautions to be adopted to prevent the sale of Dangerous Lamps for use with Inflammable Liquids’. The Chairman throughout was [Anthony John] Mundella [1825-1897, see D.N.B.]. During the years 1894-98 the Committee held 53 sittings and examined 85 witnesses. The witnesses embraced scientific experts, traders in and manufacturers of both oil and lamps, and public officials. The Committee saw a variety of experiments made by certain of the witnesses, and visited and inspected at Tilbury Docks a tank steamer [tanker] employed in the carriage of petroleum. The individual Reports are as follows. (i) Report, 1894, sessional number 244. vi and 93 pp. Minute of Appointment, Report, Proceedings of the Committee, List of Witnesses, Minutes of Evidence and 6 Appendices. Committee membership included Sir Henry [Enfield] Roscoe [1833-1915, chemist, see D.N.B.]. Evidence given by 3 witnesses, Colonel Vivian D[ering] Majendie, H.M. Chief Inspector of Explosives, Alfred Spencer, Chief Officer of the Public Control Department of London County Council, and John Young, General Manager of Linlithgow Oil Company. Appendix 5 is ‘Return of Oil Fires, and of Fires in which the Damage was aggravated in consequence of the presence of Oil’, 1871-1891, relating to London only. Appendix 6 is list of ‘Petroleum Accidents’ on board ships and generally, 1866-1893, compiled by Colonel Majendie. Folio. Good condition. Committee [re]-appointed March 1896 with several changes in membership, including the appointment of Jesse Collings [1831-1920, see D.N.B.]. Evidence given by 43 witnesses including Colonel Sir Vivian [Dering] Majendie [see under (i) above], Alfred Spencer [see under (i) above], Sir Frederick Augustus Abel, chemist [1827-1902, see D.N.B.], Sir Courtenay [Edmund] Boyle [Permanent] Secretary to the Board of Trade [1845-1901, see D.N.B.], Professor James Dewar, natural philosopher and professor of chemistry [1842-1923, see D.N.B.], Paul Dvorkovitz, Consulting Chemist and Technical Adviser to Mineral Oils Corporation Limited, James H. Gough, Secretary of Thames Conservators, [William Thomson], Lord Kelvin, formerly President of the Royal Society [1824-1907, scientist and inventor, see D.N.B.], Sir Henry [Enfield] Roscoe, a member of the Committee in 1894, see under (i) above, and Sir David Salomons, Vice-President of the Institution of Electrical Engineers. Chief matters, places, etc., investigated and reported upon include Acts of Parliament, benzine, Birmingham, Board of Trade, Bristol, conveyance and transport of petroleum, Dublin, empty barrels, explosions, fires, flash-point, Germany, imports, India, Inflammable Liquids Bill, labels, lamps, lamp accidents, legislation, licences, lighthouses, Liverpool, local authorities, London, Manchester, motor cars, petroleum engines, naphtha, Newport, New York, petroleum spirit, poorer classes, ports, harbours, Portsmouth, prices, quality of oils, residual products, retail trade, Russia, Scotland, Standard Oil Company, storage, supply, demand, Switzerland, tank vessels, ships, storage tanks, tests, testing-apparatus, Thames River, petroleum ships, American Oil, etc. Folio.
