About the Author: Luis Mundaca, PhD, is a research fellow at the International Institute for Industrial Environmental Economics at Lund University, Sweden. His research focuses on the economic analysis of energy and climate change policy. He has advised numerous companies, development agencies and government ministries across the Americas and in Europe.
