From the Author: About the book:

I have been associated with the maritime community and the sea since I was seventeen years old. Spending four years in the Navy followed by twenty in the Coast Guard gave me the desire to maintain that association so, upon retiring from the service, I decided to test for my Merchant Mariner's license. The normal route for obtaining such a license is to have your experience evaluated by the Coast Guard. Based on that evaluation they will determine what level of license, what tonnage of vessel and for what waters you are qualified to operate on. I chose to pursue a 1600 ton master, unlimited mate for Great Lakes and Inland waters. I was required to take seven examinations of which one was the dreaded Rules of the Road test.

As a Coast Guard Officer I had taken and passed the rules test several times and was responsible for ensuring my junior officers were competent in the application of the rules at all times. I studied the references available for the rules and when I felt I was ready, I took the test. I failed that test. With additional study I took it a couple of days later and passed. However, the fact still remained that I had failed a test on a subject I had worked with a good portion of my life. What had happened?

In looking at the problem I quickly realized that all of the major reference books for the rules were written for students of the rules. Not everyday boat folk, but those in the academia who spent a semester or two in their study. The Coast Guard version is nothing more that the Code of Federal Regulations with pictures and the most highly regarded book on the rules is over 700 pages long. There was no simple, working level version of the rules available, so, I wrote this book. Hope you enjoy it.
