The speaker states the following: "The language of the law there is, that the deposites of the public moneys shall be MADE in the Bank of the United States and its branches, unless the Secretary of the Treasury shall direct and o rder OTHERWISE. Otherwise than what? Otherwise than that the deposites shall be MADE there. When the deposites have once been MADE there, his authority, as conferred by this section of the charter, ceases". Etc.
