Jones [i.e. Walter Jones], E. B. Caldwell and F. S. Key [probably not Francis Scott Key of 'Star-Spangled Banner' fame] and dated February 1, 1820 at document's end (page 7). Dated February 3, 1820 on upper wrapper ('Referred to the Committee on so much of the President's Message as relates to the Slave Trade'; upper wrapper). Walter Jones (1776-1861), American lawyer, US attorney for the District of Columbia (1802-21); one of the founders of the American Colonization Society (1816) and a strong opponent of secession.
