They were the product of corporate politics and never should have been built at a time when the diesel had become the railroad industry's choice for motive power. In fact, the Pittsburgh & Lake Erie did not want these locomotives, and could not even operate them over a significant portion of their railroad when received. The story is supported with many previously never before published historical documents.
