The Federal Emergency Management Agency (FEMA) has developed a series of mitigation planning “how-to” guides for the purpose of assisting Tribes, States, and local governments in developing effective hazard mitigation planning processes. This guide is designed for all practitioners involved in creating a hazard mitigation plan (e.g., planners and emergency managers).
