Metin Heper, Ph.D. (1971), Syracuse University, is Professor of Political Science at Bilkent University, Ankara, and a founding member of the Turkish Academy of Sciences. Professor Heper, who earlier had been a Research Fellow at Harvard University, and Visiting Professor at Princeton University, is author of The State Tradition in Turkey and Historical Dictionary of Turkey.
