Scarce surviving copy of the 'preliminary inventory'. These inventories are called "preliminary" because they are provisional in character. They are prepared as soon as possible after the records are received without waiting to screen out all disposable material or to perfect the arrangement of the records. They are compiled primarily for internal use. Each preliminary inventory contains an introduction that briefly states the history and functions of the agency that accumulated the records. The records themselves are described series by series, that is, by units of records of the same form or that deal with the same subject or activity or that are arranged serially. When the record group has been studied sufficiently and the records have been placed in their final order, the preliminary inventories will be revised and the word 'preliminary' dropped from the title of the revision. The most important direct predecessor of the present Public Buildings Service of the General Services Administration was the former Office of the Supervising Architect, originally the Construction Branch of the Treasury Department, which was established in 1853. the main body of records described in this inventory dates from that time. This preliminary inventory addresses General Correspondence Drawings; Plans and Specifications, and photographs of public buildings; Records concerning acquisition and sale of land by the United States; Other records concerning land; Miscellaneous operating and fiscal records; Records concerning Federal art activities; Records concerning contractors' claims against the Federal Government, and Records of collaborating boards and committees.

Naval personnel matters were handled by the Secretary of War from the establishment of the War Department on august 7, 1789, until the Navy Department was set up on April 30, 1798. From the latter date until 1815 the Office of the Secretary of the Navy was responsible for both civilian and naval personnel. From 1815 to 1842 the Secretary was assisted in personnel matter by the Board of Navy Commissioners. This preliminary inventory addresses General Records, Correspondence, Logs of Ships, Muster Rolls, Records relating to Naval Officers, Records relating to enlisted men, Records relating to naval apprentices, Records of the Office of Detail Records of the Bureau of Equipment and Recruiting, Records of the Division of Navigation, Records of units of the Bureau of Naval Personnel, and an appendix that is a partial subject index to the general correspondence of the Bureau of Navigation.
