I marinai, i soldati e gli operai della base navale di Kronstadt, posta a difesa di Pietrogrado, assumono nel marzo del 1917 il potere, trasformando un contrafforte dello zarismo in una dinamica democrazia sovietica pluralistica. Ostili ai capi menscevichi e socialisti rivoluzionari del Soviet di Pietrogrado, gli uomini di Kronstadt appoggiano i bolscevichi nella Rivoluzione d'ottobre con la parola d'ordine «tutto il potere ai Soviet».
