Dr. Lowell is a Visiting Researcher at the School of Foreign Service. He is the previous Director of Policy Studies for ISIM. He was previously Director of Research at the Congressionally-appointed Commission on Immigration Reform where he was also Assistant Director for the Mexico/U.S. Binational Study on Migration. He has been Research Director at the Pew Hispanic Center of the University of Southern California and a Labor Analyst at the US Department of Labor, and he taught at Princeton University and the University of Texas at Austin. Dr. Lowell co-edited Sending Money Home: Hispanic Remittances and Community Development, and he has published more than 100 articles and reports on his research interests in immigration policy, labor force, economic development, and the global mobility of the highly skilled. He received his Ph.D. in Sociology as a Demographer from Brown University. Legal admission to the United States is primarily for the purpose of permanent residence or temporary stay. The total number of temporary admissions today-about 25 million-is about 200 times greater than a century ago. The global economy sends tens of thousands of businessmen and intracompany transferees from Japan and other trading partners to our shores. The research brought together in this volume suggests that the overall impact of temporary workers is positive. The authors suggest policy changes that would combat undesirable outcomes and manage temporary labor in a more productive fashion. In doing so, Lowell and the contributors to this volume break new ground and provide readers with the first book-length study and analysis devoted exclusively to foreign temporary workers in the United States. Their book will be an important source of data and ideas for human resource executives, upper management, and policy decision makers throughout the public sector.
