First edition, first printing, with an appealing diplomatic provenance, inscribed on the front free endpaper, "With the compliments of the Consul General for China. November 27th, 1939". This work starkly condemns Japan's aerial bombing of the populous city of Canton in 1938, undertaken as part of the first major military action of the Second World War. "Prepared at a time when law for all practical purposes has ceased to reign in the world" (preface), this account cites overseas media reports, international law, and public resolutions of condemnation issued in Hong Kong. Japan's swift and brutally effective invasion of China relied on its aerial superiority and bombing of civilian targets such as Canton in violation of international statutes. The efforts of Hsü and others led to broad condemnation of this strategy on the world stage, although all sides would eventually resort to civilian bombardments throughout the war. Hsü Shuhsi (1893-1982) served as an advisor to the Chinese Ministry of Foreign Affairs during the 1930s and 1940s, and from 1948 to 1961 he was a member of the United Nations International Law Commission. In the years leading up to and following the outbreak of war, he wrote prolifically on Sino-Japanese relations and Japanese military aggression. Most notably, his Documents of the Nanking Safety Zone (1939) was an early attempt to chronicle the atrocities committed by the Japanese army in Nanjing. Octavo.
