Anthony Ashley Cooper war der dritte Earl of Shaftesbury (1671-1713) war der bedeutenste Vertreter der Frühaufklärung. Er wurde von John Locke erzogen, erlebte die Glorious Revolution 1688, ging in die Niederlanden, wo er mit Buffon zusammentraf. Ab 1708 begann er, anonym verschiedene Essays zu veröffentlichen wie die berühmte Schrift Sensus Communis, an Essay on the Freedom of Wit and Humour oder auch The Moralists, a Philosophical Rhapsody und auch das vorliegende Werk. Der literarisch gestaltete Brief über den Enthusiasmus ist an John Somers, einen Freund und politischen Mitstreiter, gerichtet. Shaftesbury ließ das Werk 1708 drucken. Den Anlass zur Abfassung bot das Auftreten der französischen Propheten", einer Gruppe von hugenottischen Flüchtlingen aus Frankreich, die seit 1706 in London in Erscheinung traten. Die französischen Kamisarden, die der Verfolgung in ihrer Heimat entkommen waren, entfalteten im Exil eine von Begeisterung getragene und von ekstatischen Phänomenen begleitete Predigttätigkeit.[26] Dieses Phänomen regte Shaftesbury dazu an, den Enthusiasmus zu untersuchen. Er gelangte zu einer differenzierenden Einschätzung. Einerseits nahm er die Überspanntheit und den Wissensanspruch religiöser Fanatiker aufs Korn, andererseits würdigte er die Begeisterungsfähigkeit als überaus wertvolle Veranlagung des Menschen. Aus aufklärerischer Sicht legte er dar, wie man einen konstruktiven, berechtigten Enthusiasmus von fanatischem Eifer unterscheiden könne: Das Abwegige lasse sich als lächerlich entlarven. Hilfreich sei eine humorvolle Betrachtungsweise.
