Later from the library of David Levine, Sydney, with his bookplate on upper free endpaper. Sir James Bryce (1888-1973) was British Ambassador at Washington from 1907 to 1913. When war broke out, he was commissioned by Prime Minster Asquith to give the official report on alleged German atrocities in Belgium.
