However, scholars argue that it remains a 'deceptively ambiguous' term (Chapnick, 1999, pp. 73-74). Australia and Canada among other nations constantly project themselves as middle powers in the world, and the leaders of these countries always expressthe significance of their role as middle powers in global affairs. Nevertheless, this paper observes that the term 'middle power' is relative because states classified as middle powers in one approach could be small powers in another, and are dependent on their relative capacity to contribute to a given situation. This paper adopts a comparative analysis of Australia and Canada's foreign policy ambitions, and examines whether either or both countries befit a middle power status on the world stage.Employing Cooper, Higgott and Nossal's 'behavioural' approach, the paper contends that Australia and Canada are middle powers in a multipolar world; taking into account the relative decline of US hegemony and relative rise ofChina and others such as the BRICS. The paper demonstrates that Australia and Canada's middle power diplomacies sometimes adopt a coalition-building with other 'like-minded' countries as a key feature that distinguishes them from other middle powers. The study is divided into three sections. The first section will establish the meaning and characteristics of a middle power. The second section seeks to investigate the agencies and structures that enable or limit a middle power's foreign policy ambitions. The final section will conduct a comparative analysis of the middle power status of Australia and Canada.

However, British strategy, embedded in the Joint UK Plan for Afghanistan, failed to win 'hearts and minds' in Afghanistan and can be seen to have failed.This article defines failure as the inability to set the conditions for 'fostering the political process, establishing security, and stimulating economic development'. It seeks to analyse what went wrong: examining strategy, application of COIN principles, context and resources. The paper contends that the principles outlined by Robert Thompson (1966) are a prerequisite to the execution of a successful COIN. The paper asks: did COIN fail through a departure from Thompson's principles, or under-resourcing, or the political context in Afghanistan, or the impact of US and NATO roles, or all of these factors.After a thorough investigation the findings are clear: Although the Joint UK Plan for Afghanistan adopted Thompson's principles, the study has revealed complete departure from those classical principles, causing challenges for the British COIN. The study has also demonstrated that the British failed to win HAM in Helmand because they could not provide security to advance political solutions leading to peace and stability due to tactical mistakes, limited resources, incompetence of Karzai's government and ethnic undercurrents, the US counterterrorism mission, and the relationship between the Taliban and Pakistan.The British were demonstrably under-prepared, under-resourced, and lacked a clear and achievable strategy to deliver COIN success in Afghanistan. These factors indicate a departure from Thompson's principles, leading to a complete failure in Afghanistan.

This isolates health issues from their systemic causes, instigating responsive mechanisms rather than preventative policies. Accordingly, substantial attention and resources are directed towards communicable, rather than non-communicable and chronic, diseases.The study also claims that this way of conceptualising security conjures the understanding of health via the prism of state interests, as pandemic and communicable diseases are perceived to pose potential threats to state security. Thus, securitisation practice bequeaths priority to state security over human security, and therefore fails to tackle the structural causes of global health inequalities that produce and reproduce these pandemics.This study is divided into two parts: the first critically analyses the theoretical framework of securitisation. It methodically examines securitisation assumptions of Barry Buzan, Jaap de Wilde and Ole Waever (1998); the strengths of the securitisation framework, particularly in securitising health; and limitations of the securitisation theory to understanding global health issues. These analyses set the context for the second part of the study, 'Ebola case study in West Africa - Guinea, Liberia, and Sierra Leone'. The Ebola case study particularly demonstrates that global health issues only become security priorities when Western countries feel threatened, most especially when coined as a national security threat to the US and the UK.
