The author, who is better known as an historian and art critic, wrote it shortly after he was appointed to participate in peace negotiations in Holland and England after the outbreak of war of the Spanish succession in 1702. This is an alleged translation. Under the guise of an Englishman, Dubos criticizes the war policy of the English administration, and examines the effect of the war on the various branches of English commerce and manufactures, including the trade with the American colonies, the Levant, and the East Indies. He demonstrates great familiarity with contemporary Tory pamphlets, and quotes frequently from Davenant. Especially noteworthy is his remarkable prophesy regarding the future revolt of the American colonies: "the attempts we [the English] shall be obliged to make in order to enforce in the [American] colonies the just obedience they owe to the state which has founded them, will lead them to rebellion, when they will have learned that they can do without us.
