This volume in the Criminal Justice Monograph series, is presented as the first study of Black police officers in Texas. The 1969 study, The Negro Law Enforcement Officer in Texas, was influenced by the Civil Rights Movement and the racial discrimination present in Southern institutions, including police departments, during that period. It identified a pattern in the hiring of Black police officers correlated with a jurisdiction's environment and size, also noting several advantages to employing them. The study concluded that the employment of Black police officers provided practical advantages for community relations beyond symbolic representation. These advantages included providing "special competence" in dealing with minority groups and reducing stereotypes and prejudice among citizens.
