The black cloth boards are in fairly good condition (scuffing, fading, shelf wear, bumped corners and spine, which is also faded). 8 x 5 ¼, 381 pages, 19 ounces. XX [From the New York Times review, Feb. 11, 1934] The argument of [Harding's] book is, he says, "to show that the social business of the Federal Government is managed more effectively, more intelligently, and more competently than the business carried on by private enterprise under the profit incentive. Furthermore," he continues, its contention is that "only government can effectively redistribute income so as to produce the broad base of widely diffused consumer purchasing power upon which mass production de- pends." There one gets in a nutshell the gist of Mr. Harding's theme. But it is necessary to read the book in order to appreciate the arguments and instances with which he develops, elaborates and enforces his contention. His widely sweeping nets have brought in, ready for his hand, an immense mass of material, which he uses logically and forcefully, and with much caustic phraseology, to prove his statements. He approaches his theme from various angles. Now he brings forward the proofs with which he endeavors to show that the general conviction that private business and industry are efficient is a myth, that the corresponding belief in the ineptitude and dishonesty of government is another, and that the truth is not in either of them. Presently he turns his attention to the hampering effects upon the efficiency of government of archaic legalism and the interferences of the business mind with its orderly, planned operations. One long chapter is devoted to an exposition of what is done by "These National Taxeaters" and sets forth, with instances and descriptions, with facts and figures, the truth about the ability, the scientific expertness, the efficiency and the economy with which they work and the value to the country of their services, which, he holds, is manyfold that of their salaries. Some of the other matters with which Mr. Harding deals are the increasing desires of citizens of many varied occupations for those services which make the "tax- eaters" necessary, the question whether we should have less or more government, economic planning in its relation to the Constitution, and an outline of what he believes to be "the road from social chaos to social sanity.".
