Dwivedi is Professor and Chairman, Department of Political Studies, University of Guelph, Guelph, Canada. He has been consultant to the governments of India, Nepal, Papua New Guinea, and Costa Rica and has served as adviser to the Public Service Commission of Canada, Ontario Civil Service Commission, Law Reform Commission of Canada, and the Indian Institute of Public Administration.
