PRINCIPAL RECOMMENDATIONS : 1. End secrecy surrounding issues related to health and environmental protection. At the end of the Cold War, there is no justification for keeping any information on nuclear weapons production secret except design data. Ending secrecy is not only essential for reconstructing the damage that has been done in the past, but also for verification and materials accounting goals that are central to non- proliferation efforts. 2. Stop production of all weapons-usable fissile material. The world has an immense surplus of plutonium and highly enriched uranium. Nonproliferation and disarmament goals as well as health, environmental, and waste disposal concerns necessitate halting production. 3. Identify, monitor, and assist exposed populations. Greater efforts are needed to identify exposed populations, assess the extent of their exposures, and provide them with health monitoring and related assistance. 4. Separate all nuclear warheads from their delivery vehicles and store the warheads in a criticality-safe manner. 5. Treat plutonium as a hazardous waste material rather that as a resource. Disposal techniques compatible with this policy should be used. 6. Pay special attention and compensation to non-weapon states or territories that are suffering adverse consequences. Many uranium mining and nuclear sites are in areas that belong traditionally to tribal peoples or oppressed minorities. Many weapons production sites in nuclear weapon states are located on or near tribal lands. 7. Fully involve the public in cleanup and waste management decisions. 8. Establish radiation standards that protect public health even in the face of uncertainty. It is a fundamental principle that public health should be protected despite uncertainties over low-level radiation exposure risks. 9. Re-examine the concept of nuclear deterrence in view of its role in the health and environmental damage hat has been caused in the name of national security and in view of its effect of promoting nuclear ambitions and arsenals. The historical review in the book indicate that the doctrine of deterrence has contributed to a dynamic that has provided an impetus to the growth of the number of nuclear powers over the last half century. The doctrine should be critically re-examined in light of its potential to contribute to proliferation.
