Concha Romero James, who in 1935 became chief of the Office of Intellectual Cooperation (OCI) of the Pan American Union. Romero's appointment preceded that of the also Mexican a few months Pedro de Alba as deputy director of the Union itself and was a reflection of the efforts to increase the representation of Latin American countries within the body, traditionally dominated since its creation by US personnel.8 In the 1930s, other Latin Americans held lesser positions, such as the Chilean Francisco Aguilera or the also Mexican Ernesto Galarza, who in the 1940s he became head of the Office of Labor and Social Information. The Roosevelt government's Good Neighbor policy created conditions conducive to these incorporations, but pressure also weighed of various foreign ministries of Latin America so that the Union could be an effective multilateral body.
