Das Buch beschäftigt sich mit der Frage, wie mit einem Arbeitnehmer zu verfahren ist, der sich in dem weiten Feld zwischen vollständiger Leistungsfähigkeit und vollständiger gesundheitsbedingter Arbeitsunfähigkeit befindet. Bereits seit der Gründung der Sozialversicherung wird versucht, eine zufriedenstellende Antwort auf diese Frage zu finden. Dieser Umstand zeigt deutlich, dass die Absicherung gegen das Risiko der Invalidität durch die Erwerbsminderungsrenten zu den umstrittensten Problemen des Sozialversicherungsrechts gehört. Zu den zentralen Fragestellungen gehören unter anderem, bei welchem Grad der Leistungsminderung die Absicherung durch die Sozialversicherung eintreten soll, welchem Sozialversicherungszweig Versicherte mit verminderter Leistungsfähigkeit zuzuordnen sind, ob allein der Arbeitslosen- oder der Rentenversicherung, oder ob deren finanzielle Absicherung auf beide Versicherungszweige aufgeteilt werden soll und - falls der zuletzt genannte Weg beschritten wird - wie die Grenze zwischen den Versicherungszweigen ausgestaltet wird, um den Versicherten einen naht- bzw. lückenlosen Schutz zu gewährleisten. Das Buch widmet sich nun diesen Fragestellungen, indem es zunächst die bis zum 31.12.2000 geltende Rechtslage sowie die daran geäußerte Kritik darstellt. Sodann wird die seit Beginn der 1980er Jahre geführte Reformdiskussion vorgestellt, wobei der Autor auf die einzelnen Reformvorschläge detailliert eingeht. Im Weiteren werden die unterschiedlichen Reformansätze des Gesetzgebers für den Bereich der Erwerbsminderungsrenten erläutert, die zum einen in dem Rentenreformgesetz 1999 und zum anderen in dem Gesetz zur Reform der Renten wegen verminderter Erwerbsfähigkeit enthalten waren. Diese beiden Reformvorhaben werden einer eingehenden Analyse unterzogen, wobei sie auch mit den zuvor vorgestellten Reformvorschlägen gegenübergestellt werden. Bei der Zusammenfassung des Ergebnisses dieser Analyse wird das Hauptaugenmerk auf den weiterhin bestehenden Reformbedarf gerichtet; außerdem werden einige Vorschläge für dessen Bewältigung unterbreitet.
