    Hardcover. Condizione: Near Fine. 1st Edition. Bright green cloth spine over cream paper on boards with stamped bright gilt titling on front and spine. Book is tight, square and free of all markings or flaws. Cream boards have some minor soiling but book is really Near Fine. A letter dated October 7th, 1941 (two months before Pearl Harbor) and laid in to the front gives notice that "the Committees on Foreign Relations organized by the Council through a grant of funds from the Carnegie Corporation have completed third year's work . . . because of the international situation you will undoubtedly be interested in the views on American foreign policy of responsible citizens in widely separated parts of the country.
