Recently the Air Force and other military services have been receiving extensive scrutiny and complaints about unfair promotion systems. A 1994 congressional investigation concluded that racial discrimination still existed in the military. Black military personnel complained that they received deficient evaluations and lacked prominent promotable positions. Many allegations by other groups revealed charges brought against supervisors and senior leaders, accusing them of cronysm, preferential treatment, as well as tampering and influencing boards. A review of the promotions trends for the past two decades indicated that black officers' promotion rates are disproportionate to white candidates and board averages. Additionally, senior military officers expressed their opinions about the promotion disparities among black officers. The conclusion from the review was there is a vast disparity of promotion board results in the Air Force as they relate to black officers. However, top Air Force military leaders have taken notable and spontaneous actions to eradicate the problem by revamping the evaluation process and establishing strong policies.

This research finds that the realization of true microrobots for military applications by 2035 is unlikely, except for a single case of microrobots. Furthermore, the realization of true nanorobots for military applications by 2035 is even more unlikely. Technological advancements accrued through striving towards the goals of true microrobots and nanorobots are critical if the United States is to achieve a technological edge in more realizable-sized miniature robots for military application. Additionally, these technological advancements are critical for reducing the size and payload of other military systems, including satellites, aircraft, weapons, C4ISR (C4ISR concept of command, control, communications, computers, intelligence, surveillance, and reconnaissance), and portable sensors. Thus, regardless of the feasibility of submillimetersized robots by 2035, the United States still should sponsor research and development of both true microrobots and nanorobots.

General Schwartz's decision to stay within the confines of the Combat Wing Organization placed another pause in the tug-of-war between the two camps which are characterized by the views of Gen Bill Creech and Gen Tony McPeak on the proper location for flightline maintenance. The McPeak structure focused on balancing the levels of leadership responsibility within the wing organization and strongly emphasized the prestige of the fighter pilot-led organization. General Creech's organizational structure focused on the need to organize for war. In his description of the Combat Oriented Maintenance Organization, he explained that the organizational structure trains wartime leaders. Gen Creech believed strongly in squadron identity. He also emphasized the need for units to organize in peacetime as they would deploy and fight in wartime. There will always be varying views to the previously stated questions. However, the Air Force owes it to its people to select one flightline organizational structure, perfect it, and put it in place to stand the test of time, ideologies, personalities, and changing of Air Force leadership. The organizational structure that best supports the right alignment for flightline maintenance should be one where trained, educated, and experienced experts are available when things do not go as planned. That organization is one where maintenance is centralized under single O-6 responsible for all maintenance in the flying wing; the one envisioned, standardized, and perfected by Gen Creech.

At brigade, the primary means of communications is the tactical FM radio. However, on a modern battlefield there is a clear and present threat to the use of FM radio. The threat stems from electronic warfare techniques which an enemy can employ; and, electromagnetic pulse, a phenomenon associated with nuclear detonations. If a brigade commander loses the use of FM radio, he will be forced to employ an alternate means of communications for command and control communications. Consequently a primary focus of this research was to determine if there are shortcomings in the use of an alternate means of communications and to recommend ways to rectify the shortcomings discovered. The evaluation of the alternate means of communications at brigade included a detailed review of applicable field manuals to determine what guidance is provided by current tactical communications doctrine. Likewise the brigade's training programs, tests and exercises were reviewed to determine if the necessary emphasis is being placed on being able to function on a modern battlefield when employing an alternate means of communications. Also the military education which is provided the combat arms officers who will be using this system was reviewed. Another important facet of this research involved the designing and administering of a test which determines the awareness and preferences of combat officers for an alternate means of communications. The test is explained as well as the results of administering the tests to selected combat arms officers of the CGSC class of 1974-75.

Insight gained from this examination may aid officers in forming plans for the future growth and development of the USAF. As a minimum, it will provide a point of departure for strategic decisions concerning the future of the USAF.

This thesis uses the Gates Commission report as a framework to analyze FY2005 data and formulates a conclusion on the utility and feasibility of a conscripted force. This thesis concludes that the draft is a reliable and predictable means of providing manpower for the Army, but is infeasible due to an increasing population and a shrinking Army.

Thus, the primary research question is: Should the US provide JTMD support to Taiwan Three sets of studies by prominent think tanks are used to conduct a thorough meta-analysis of these issues to develop conclusions and implications for US policy. This work concludes that the US should come to the aid of Taiwan if necessary, but should not seek to include Taiwan in an interoperable JTMD architecture. Additionally, the US should reevaluate JTMD arms sales to Taiwan to include the sale of attack operations capability, as necessary, to counter the Chinese threat.

These civilians remained trapped under a bridge between North Korean and American forces for three days. This story prompted an investigation by the Department of the Army Inspector General that found evidence of war crimes inconclusive, but acknowledged that Americans killed Korean civilians in the vicinity of No Gun Ri. Drawing on primary and secondary sources this thesis examines the actions at No Gun Ri to determine whether American forces committed war crimes and includes detailed research on the political situation in South Korea, the tactics of the North Korean People's Army, and the quality of the American Army in 1950. A thorough analysis of primary documents reveals a more complicated battlefield than presented by the AP. Direct orders were not given by officers to shoot civilians, but a poorly crafted policy from Eighth Army, and failure by subordinate commanders to modify the policy resulted in unnecessary civilian casualties.

This threat was found to be particularly acute in inner-city communities that have over time devolved to a status that the author classified as failed communities. Armed gangs had a very negative impact on the communities which housed them, resulting in a subculture regulated by gang rule. Civil authorities were found to be in breach of the social contract which required that, in return for the loyalty of citizens, they would provide that important social good--security--in accordance with the general will of the citizens. A literature survey identified indications of the failure of law enforcement agencies in the inner city. The security needs of inner-city residents were not accorded significant priority under the strategy of containment which was practiced. This made the police highly irrelevant for the security needs of residents caught up in the midst of the crisis. Analyzing the causes for the failures revealed weaknesses with the traditional assumptions behind national and internal security policy formulation. Correcting the faulty basic assumption of a uniformly stable internal environment was suggested as an important step for the recognition of the gravity of the inner-city dilemma. Military officers, as the professionals in the management of violence, were considered more competent for the application of force than peace officers equipped with military type capabilities. Accordingly the military was considered a feasible, acceptable, and suitable partner for a multiagency social and security intervention that had as its strategic purpose the retaking of control of failed communities from armed gangs and the restoration of the rule of law. The military was considered an unsuitable partner in a strategy seeking to contain the spread of violence and crime to new areas.

It is militarily impossible for the United States to guarantee the removal of all nuclear weapons in a single preventive attack. This study concludes that the United States should not depend on preventive attacks to stop proliferation of nuclear weapons.

Antigonus, while achieving significant success over twenty years, eventually lost his bid for empire and his life at a final showdown with his rival successors. Four yeas after a successful military invasion, Bush is also failing to achieve his objective of creating a peaceful democracy in the heart of the Middle East. Both leaders' failures can be traced to a common flaw too often found in great men.

As a lawyer from Alabama who was not formally trained in the military art, he benefited from his initial training by Generals William J. Hardee and Braxton Bragg, two of the best and brightest West Point-trained officers on either side. He rose to become a distinguished regimental and brigade commander in Major General Patrick R. Cleburne's Division, arguably the best in the western theater. Wounded at the Battles of Shiloh and Perryville, he returned to lead at Murfreesboro and Chickamauga. Never able to overcome the stigma of being a political appointee, he resigned after the Battle of Chickamauga. Despite the historical portrayal as an ineffective leader, Brigadier General Wood well and faithfully employed the tactics and doctrine of the times, but ultimately did not achieve the battlefield success required to hold his command. Disenfranchised by the volatile command relationships within the Army of Tennessee, he realized his position and situation, and chose to resign quietly, rather than confront Major General Cleburne and bring discredit upon the division. The use of both primary and secondary sources will be used to set the record straight and show that Brigadier General Wood was an effective combat commander who executed his orders to the fullest. Relevant leadership lessons will be addressed inasmuch as they offer guidance for modern application.
