The number of papers submitted to INDOCRYPT 2004 was 181, out of which 147 papers conformed to the speci cations in the call for papers and, therefore, were accepted to the review process. Those 147 submissions were spread over 22 countries. Only 30 papers were accepted to this proceedings. We should note that many of the papers that were not accepted were of good quality but only the top 30 papers were accepted. Each submission received at least three independent - views. The selection process also included a Web-based discussion phase. We made e orts to compare the submissions with other ongoing conferences around the world in order to ensure detection of double-submissions, which were not - lowed by the call for papers. We wish to acknowledge the use of the Web-based review software developed by Bart Preneel, Wim Moreau, and Joris Claessens in conducting the review process electronically. The software greatly facilitated the Program Committee in completing the review process on time. We would like to thank C¿ edric Lauradoux and the team at INRIA for their total support in c- guring and managing the Web-based submission and review softwares. The conference usually takes place in Europe, and has been held in Rome (1986), Bruges (1988), Paris (1990), Berlin (1992), Prague (1995), Delphi (1997), Jerusalem (1999), London (2001), and Siena (2003) so far. ICDT has merged with the Sym- sium on Mathematical Fundamentals of Database Systems (MFDBS), initiated in Dresden in 1987, and continued in Visegrad in 1989 and Rostock in 1991. ICDT had a two-stage submission process. First, 103 abstracts were subm- ted, which were followed a week later by 84 paper submissions. From these 84 submissions, the ICDT Program Committee selected 24 papers for presentation at the conference. An alternative evaluation method is to run a new algorithm on examples; this has its obvious problems, but is sometimes the best we can do. George Collins, one of the fathers of computer algebra and a great experimenter,wrote in 1969: ¿I think this demonstrates again that a simple analysis is often more revealing than a ream of empirical data (although both are important). ¿ Within computer algebra, some areas have traditionally followed the former methodology, notably some parts of polynomial algebra and linear algebra. Other areas, such as polynomial system solving, have not yet been amenable to this - proach. The usual ¿input size¿ parameters of computer science seem inadequate, and although some natural ¿geometric¿ parameters have been identi ed (solution dimension, regularity), not all (potential) major progress can be expressed in this framework. Since its inception in 1981, the conference (held annually in the month of December) has helped in nurt- ing and creating an environment for the exchange of ideas amongst the research community in the country, by attracting top scientists around the world to the conference. A strong point of the FSTTCS programmes has been excellent invited talks by eminent computer scientists of international renown. In P2P systems, a very large number of autonomous computing nodes, the peers, rely on each other for services. P2P networks are emerging as a new distributed computing paradigm because of their potential to harness the computing power and the storage capacity of the hosts composing the network, and because they realize a completely open decentralized environment where everybody can join in autonomously. Although researchers working on distributed computing, multiagent systems, databases, and networks have been using similar concepts for a long time, it is only recently that papers motivated by the current P2P paradigm have started appearing in high quality conferences and workshops. In particular, research on agent systems appears to be most relevant because multiagent systems have always been thought of as networks of autonomous peers since their inception. Agents, which can be superimposed on the P2P architecture, embody the description of task environments, decision-support capabilities, social behaviors, trust and reputation, and interaction protocols among peers. The emphasis on decentralization, autonomy, ease, and speed of growth that gives P2P its advantages also leads to significant potential problems. In the past 10 years, the field of data hiding has been maturing and expanding, gradually establishing its place as an active interdisciplinary research area uniquely combining information theory, cryptology, and signal processing. This year, the workshop was followed by the Privacy Enhancing Technologies workshop (PET) hosted at the same location. Delegates viewed this connection as fruitful as it gave both communities a convenient opportunity to interact. We would like to thank all authors who submitted their work for consideration. Out of the 70 submisions received by the program committee, 25 papers were accepted for publication based on their novelty, originality, and scientific merit.
