A constraint satisfaction problem is a problem in which the goal is to find a consistent assignment of values to variables. Even though the definition of a CSP is very simple, a surprisingly wide variety of artificial intelligence (AI) problems can be formalized as CSPs. Therefore, the research on CSPs has a long and distinguished history in AI (Mackworth 1992; Dechter 1992; Tsang 1993; Kumar 1992). A distributed CSP is a CSP in which variables and constraints are distributed among multiple autonomous agents. Various application problems in Multi-agent Systems (MAS) that are concerned with finding a consistent combination of agent actions can he formalized as dis tributed CSPs. Therefore, we can consid(~r distributed CSPs as a general framework for MAS, and algorithms for solving distributed CSPs as impor tant infrastructures for cooperation in MAS. As a result, their interaction with the international crypto community has become necessary. With this backdrop, it was proposed that a conference on cryptology - INDOCRYPT, be organized for the first time in India. The Indian Statistical Institute was instrumental in hosting this conference. INDOCRYPT has generated a large amount of enthu siasm amongst the Indians as well as the International crypto communities. An INDOCRYPT steering committee has been formed and the committee has plans to make INDOCRYPT an annual event. For INDOCRYPT 2000, the program committee considered a total of 54 pa pers and out of these 25 were selected for presentation. The conference program also included two invited lectures by Prof. Adi Shamir and Prof. Eli Biham. These proceedings include the revised versions of the 25 papers accepted by the program committee. These papers were selected from all the submissions based on originality, quality and relevance to the field of Cryptology. In view ofhigh and persistent unemploymentin European countries during the last two decades opponents of globali sation argue that increased import competition, particularly from low wage countries,influences the domestic labour markets adversely. How ever, the advocates of open markets stress that this is a misconception about the impact offoreign trade;their view is that the employment ef fects depend to a large extent on the degree offlexibility ofthe domestic labour markets. This debate has induced Pia WeiB to examine the unemployment prob lem in an open economy within a rigorously theoretical framework. The focus is on the mismatch between labour demand andlabour supply. For that purpose, new modelsin labour economics concerningthe searchand matching theory are used. It is shown that an increased competition on the world goods markets leads to an increase inthe industrialised coun try's unemployment rate only ifthe wages are not fully flexible. At the same time, it is demonstrated that changes on the world markets may help to explain the observed development ofthe unemployment vacancy ratio. The study provides valuable insights which might enrich the subjects taught at undergraduate courses. Since then it has been expanded into an important and exciting area of research. Over the last two decades, India neither participated actively nor did it contribute sig nificantly towards the development in this field. However, recently a number of active research groups engaged in important research and developmental work have crystalized in different parts of India. As a result, their interaction with the international crypto community has become necessary. With this backdrop, it was proposed that a conference on cryptology - INDOCRYPT, be organized for the first time in India. The Indian Statistical Institute was instrumental in hosting this conference. INDOCRYPT has generated a large amount of enthu siasm amongst the Indians as well as the International crypto communities. An INDOCRYPT steering committee has been formed and the committee has plans to make INDOCRYPT an annual event.
