To do so, cuts (syntactical devices used to express negation) are added to concept graphs. Connes wanted to associate homological invariants to K-homology classes and to describe the index pair ing with K-theory in that way, while Tsygan was motivated by algebraic K-theory and Lie algebra cohomology. At the same time Karoubi had done work on characteristic classes that led him to study related structures, without however arriving at cyclic homology properly speaking. In the sequel, cyclic homology was recognized quickly by many specialists as a new intriguing structure in homological algebra, with unusual features. The plasma physics community has already taken advantage of the recent advances of gyrotrons in the areas of RF plasma production, heating, non-inductive current drive, plasma stabilization and active plasma diagnostics for magnetic confinement thermonuclear fusion research, such as lower hybrid current drive (LHCD) (8 G Hz), electron cyclotron resonance heating (ECRH) (28-170 G Hz), elec tron cyclotron current drive (ECCD), collective Thomson scattering (CTS) and heat-wave propagation experiments. Other important applications of gy rotrons are electron cyclotron resonance (ECR) discharges for the generation of multi-charged ions and soft X-rays, as well as industrial materials process ing and plasma chemistry. Submillimeter wave gyrotrons are employed in high frequency, broadband electron paramagnetic resonance (EPR) spectroscopy. It is evident that better weather forecasts for the next few hours, days or even weeks have a high economic value for our developed and densely populated world. Ground and air traffic management benefits, as does the construction industry, tourism, agriculture and big outdoor events such as the Olympic games. Weather fore casting nowadays relies on numerical weather prediction models. The reliability and accuracy of forecasts however depends not only on the quality and resolution of these models, but to a high degree on the density and quality of input data from observations. Weather radar measurements complement current data such as ground observations and soundings at smaller scales and satellite observations on larger scales. Targeted weather radar measurements additionally give detailed insight into the processes governing the developments of, for example, frontal systems and thunderstorms, which is needed for improving the model quality by comparing the observations with model forecasts. Weather radar observations on their own can be used directly for short-term forecasting, called nowcasting, just by observ ing the developments of weather systems some 100 km around and extrapolating the observations with knowledge of their typical behaviour. ECMI was founded in 1986 in to foster research and education in Mathematics in Industry in Europe order and these biannual conferences are the show case for ECMI's research. It is a pleasure to see that six of the plenary speakers have submitted papers for this volume. Their contributions illustrate the breadth of applica tions and the variety of mathematical and computational techniques that are embraced by ECMI. ECMI is also committed to the education of students and it is encouraging that a number of the papers are given by students. The Wacker Prize, which is offered for a Masters Level thesis on an industrial problem, always attracts excellent entries and this year's winner, Nicole Marheineke, is no exception. This is the first time that an ECMI conference has been held in Eastern Europe and the ECMI Council is very grateful to Professor Andris Buikis and his colleagues in Latvia and Lithuania for the excellent job they have done. Thanks too go to the European Union which supported 30 delegates at this conference via TMR Contract No ERBFMRXCT 97-0117 'Differential Equations in Industry and Commerce'.
