I concentrate myself on the study of sur faces in the Euclidean 3-space, this being the most natural object for investigation. The global differential geometry of surfaces in E3 is based on two classical results: (i) the ovaloids (i.e., closed surfaces with positive Gauss curvature) with constant Gauss or mean curvature are the spheres, (ü) two isometrie ovaloids are congruent. The results presented here show vast generalizations of these facts. Up to now, there is only one book covering this area of research: the Lecture Notes [3] written in the tensor slang. In my book, I am using the machinary of E. Cartan's calculus. It should be equivalent to the tensor calculus; nevertheless, using it I get better results (but, honestly, sometimes it is too complicated). Distinct conceptions of global justice differ in their specific criteria of global justice. And global institutional reforms could greatly enhance human rights fullfillment in the future. The importance of this global justice approach reaches well beyond philosophy. It helps ordinary citizens evaluate their options and their responsibility for global institutional factors, and it challenges social scientists to address the causes of poverty and hunger that act across borders. The present volume addresses four main topics regarding global justice: The normative grounds for claims regarding the global institutional order, the substantive normative principles for a legitimate global order, the roles of legal human rights standards, and some institutional arrangements that may make the present world order less unjust. Neuware -The symposium on 'Neutral Clouds near HII Regions' was prompted by an obvious need to bring together workers specifically interested in the dynamical and photochemical effects in regions showing clear evidence of on-going star formation. This is currently an are a of considerable research activity with much new observational material over the wavelength range from X-ray to radio. Furthermore, the field isbeginning to mature. No longer is molecular spectroscopy concerned only with the search for new lines and with preliminary surveys. No longer are evolving HII regions modelled with the naive assumption of constant density. Similarly, ideas of successive star formation, 'champagne' and 'blister' models of HII regions, and refinements to abundance calculations are examples which show that theoretical initiative is keeping pace. We were both surprised and gratified by the number of contributed papers and the extent to which they addressed the subject matter. In the proceedings we have grouped these papers near the most appropriate of the four invited review papers. The subjects of these reviews are in the general areas of 'Evolution of HII Regions', 'Dynamical Interactions', 'Chemistry in Active Regions' and 'Infrared and Maser Sources'. Materials scientists are mainly interested in processes on a microstructural level but they do not necessarily understand the relevance of time dependent deformation in structural design. On the other hand engineers who apply simplified model laws in non-elastic structural analysis are not always in the position to judge the limitations implied in their approach. It is generally realized that further development can be stimulated by a more effective exchange of results and ideas among the different groups involved. In an attempt to bridge this obvious gap in September 1980 there was a Conference organized at Swiss Federal Institute of Technology in Lausanne. The papers presented at this meeting covered the wide range starting with microstructural aspects and mechanisms and including constitutive modelling and structural creep analysis. These contributions together with summaries of two panel discussions are being published in this volume. All serious of the meeting have been introduced by invited lectures. These papers will be published in a special volume 'Creep and Moisture Effects in Concrete'. This special volume is rather to be a general survey of the different areas covered while the present conference proceedings provide a unique selection of research papers. The report presents the results of a pilot study of the risks to the employees in, and the population around six industrial installations. The installations were selected to illustrate various materials and technologies present in this area e.g. toxic, flammable, cryogenic and pressure storage. The study was performed in close cooperation between authorities, industry and consultants. The report consists of 5 parts: Part I is the report of the Steering Committee, which managed the whole project. It contains the background, the aims of the study, conclusions, general comments and recommendations. Appendices I and 2 give information about the parties involved in the study and the screening process applied to the collected safety data respectively. Part 2, the main report by Cremer and Warner Ltd., presents the way the risk analysis of the six industrial installations was performed. All the steps necessary to carry out such an analysis are presented and discussed. The final results are given in tables showing the average number of fatalities per year both for employees and the population. Appendices I to VII contain the calculation models used (dischar ge rates, dispersion, combustion, etc.).
