I still have done it on several occasions in various French universities, when colleagues, suffering from admin istrative overwork and excessive teaching obligations, had asked me to do so. This was generally done with a pile of notes and a dozen slides, and I always regretted that no small, concise, specialized book on nucleic acid structure for students at the senior or beginning graduate level ex isted. Every year, the lecture notes became more and more voluminous, with some key reprints intermingled. Everything changed when, in the spring of 1973, I re ceived an invitation to teach such a course, under the UNESCO-OAS-Molecular Biology Program at the Universi dad de Chile in Santiago during October 1973. I had ac cepted rather enthusiastically, but soon discovered that it would be necessary to produce a photocopied syllabus for the students. This was the fi rst premanuscript of this book. In many developed countries, economic growth is slowing down, and in some cases restrained, due to environmental considerations, and the real question is the optimum spread of development over space rather than the growth over time. In the developing countries, limited and uneven distribution of population and resources, and the existence of heterogenous groups, highlighted the need of balanced regional development. The energy cl~sis and the realization that energy resources are very limited and unequally distributed have further emphasized its importance. During his periods of study with Ed mund Husserl - first from I924 1. 0 I926, then from I93I to I932 - Dorion Cairns had become imnlensely impressed with the stri king philosophical quality of Husserl's conversations with his students and co-workers. Assuming a background of matrix algebra and a senior level course in Analysis, the first part on convex analysis is self-contained, and develops some important results needed for subsequent chapters. Starr played in organizing the program of the TIMS XXII International Meeting.
