Europa occidental está…expuesta frente a los soviéticos pues con su superioridad militar Stalin podría avanzar hasta el Atlántico. La solución de EEUU era un ataque atómico intempestivo a la URSS para garantizar un primer golpe auténticamente efectivo. Los soviéticos aún no tenían bombas atómicas ni bombarderos estratégicos, pero en agosto de 1947 siete aviones tipo B-29 sobrevolaron Túshino. La URSS los había copiado exactamente, aunque les faltaba la bomba atómica, que se estimaba no tendría antes de 1955. Para apurar ese primer ataque EEUU está dispuesto a enviar a Europa 32 B-29, estimándose necesarios unos 300 ataques atómicos y otros convencionales para arrasar a la URSS. La poca disponibilidad de B-29's y bombas hizo que el plan se aplazara hasta 1949, pero el 29 de agosto, los soviéticos estallaron su bomba atómica y ahora podían responder. La poca disponibilidad de B-29's y bombas hizo que el plan se aplazara hasta 1949, pero el 29 de agosto, los soviéticos estallaron su bomba atómica y ahora podían responder.
