In this controversial study, Cowling describes the relationship between British party politics and the conduct of British foreign policy from Hitler's arrival in office in 1933 to Chamberlain's resignation in May 1940. Setting British policy in the context of European, imperial, League, national, and isolationist sentiments, he takes account of the strategic and financial limitations within which decisions were made. He shows how far ministers responded to parliamentary criticism and argues that foreign policy and the prospects of the party system were so intimately connected that neither can be understood in isolation from the other.Basing his volume on extensive research in public and private archival material, Cowling makes thorough use of the Chamberlain papers, to which he had full access. In describing the opposition to Chamberlain, he shows Churchill, Eden, Sinclair, Cecil, Dalton, and Attlee using foreign-policy difficulties to damage Chamberlain politically and to establish the new government of May 1940.
