Condamnés de droit commun et opposants politiques de tous bords sont déportés en masse. Les conditions de vie sur la Lune induisent des modifications physiologiques irréversibles : au bout de quelques mois de séjour, les Loonies 1 deviennent incapables de se réadapter à la gravité terrestre. La relégation est donc définitive, tant pour ceux qui ont terminé leur temps que pour leurs descendants, nés pourtant libres.Peuplée de marginaux et de colons plus ou moins volontaires, la Lune est devenue une nouvelle Australie. Forte de trois millions d'habitants, la nouvelle société s'est développée dans les profondeurs du « Roc » comme l'ont baptisé ses habitants. De gigantesques terriers ont été creusés : Luna City, Novy Leningrad, Hong-Kong sur Luna.Une forte majorité des déportés étant de sexe masculin, la répartition sexuelle de la population lunaire est déséquilibrée. Pour éviter une instabilité dommageable au développement harmonieux de la nouvelle société, les mariages polyandres ont été instaurés et diverses formules d'union ont cours, de la classique triade (deux hommes et une femme) au complexe mariage familial s'étirant sur plusieurs générations.L'activité principale est l'agriculture. Des bassins hydroponiques s'étendent le long d'immenses tunnels, alimentés par l'eau extraite du sous-sol notons que le sous-sol lunaire est décrit par Heinlein comme renfermant d'énormes quantités de glace, cette théorie est très proche de nos actuelles conceptions du sous-sol de Mars. Quant à l'énergie, elle est fournie par des projecteurs reliés à des batteries de panneaux solaires installés en surface.La plus grande partie du grain obtenu sur la Lune est expédiée sur la Terre. C'est là l'unique obligation des Loonies : fournir à la planète mère 2 de la nourriture en quantité et avec régularité ; en contrepartie, l'Autorité 3 n'intervient pratiquement pas dans les affaires intérieures de la colonie.Les cargaisons de grain sont embarquées dans des containers métalliques « expulsés » par des rampes de lancement constituées de rails électromagnétiques. La vitesse de libération étant facilement atteinte, les containers se dirigent vers la Terre par simple attraction gravitique ; ils sont alors freinés lors de l'entrée dans l'atmosphère avant d'amerrir « en douceur ».Les diverses solutions techniques proposées et décrites par Heinlein sont parfaitement recevables du point de vue scientifique. Bien qu'elles ne fussent pas à l'ordre du jour dans les années 60, elles possèdent aujourd'hui une certaine actualité à la fois spatiale et terrestre certaines de ces conceptions sont intégrées dans le projet de Strategic Defense Initiative, tandis que le déplacement par électromagnétisme a déjà été expérimenté dans divers projets de trains à haute vitesse.
