Dick Fetters, the goodwill ambassador for the Midwest Community Alliance for Social Development, joins forces with Teeter. Having quietly adopted Agenda 21’s environmental goals, Fort Wayne welcomes the Alliance and makes a test case of Steve Wright’s residential development. Josh Rosen, an idealistic intellectual writing a Master’s thesis on public policy, gradually uncovers the truth about Agenda 21. The private vices of U.N. supporters mirror Agenda 21’s contempt for human freedom. Extortion, theft, fraud, sexual deviance, and murder -- all follow in their wake. Thelma’s quest for justice finally leads her to The Caviar Club, a nightclub for swingers, where she unmasks her daughter’s killer in a violent and shocking climax.
