Should the United States government require young people to serve under its auspices in either a military or a civilian capacity? Do young people owe service that would be best carried out under governmental guidance and sponsorship? George Bush envisioned " a thousand points of light" when he urged young Americans to volunteer for service to the nation, making the issue of youth service an important part of the contemporary public policy agenda. In 1989, U.S. senators introduced nine bills and members of the House of Representatives sponsored eleven bills designed to establish some form of national service. Senator Sam Nunn (D.-Ga.) thinks national service is "an idea whose time has come." The Hoover Institution Conference on National Service, held September 8—9, 1989, brought together for the first time a panel of leading proponents and opponents of national service. This volume presents, in a revised and edited form, papers given at the conference by experts in the field along with their lively debate and comments. The essays present the entire range of viewpoints on the issue and include authors and editors of five books on national service, the congressional sponsors of two major legislative initiatives on the question, and the authors and editors of five books on the closely related subjects of military manpower and the draft.
