The term exonym was first used by the British toponymist Marcel AUROUSSEAU (1957) and - interestingly enough - the term endonym was coined only later (1975), by the Austrian Slavist Otto KRONSTEINER, even though endonym is the basic and primary concept, and endonyms prevail by far in number. The United Nations Group of Experts on Geographical Names (UNGEGN), whose main task is the international standardization of geographical names, had already defined these two terms in the first (1984) edition of its Glossary of Terms for the Standardization of Geographical Names. Later and after the establishment of the UNGEGN Working Group on Exonyms in 2002, these definitions were modified three times; most recently in 2007, following intensive discussions in the Working Group. Soon after their implementation, the 2007 definitions were called into question; on the one hand because of problems with their practical application in standardization, and on the other hand because of a perceived lack of comprehensiveness (i.e. that they perhaps do not include all possible eventualities). So discussions on the definitions continued, latterly conducted for the most part within the annual meetings of the Working Group. The discussions centred mainly on these questions: Who is the local community defining and "possessing? the endonym? How far does the "territory? of the local community extend? Can the endonym/exonym divide exist within a given language, and is language a necessary criterion for the endonym/exonym divide? Is an official name ipso facto an endonym? With regard to a new migrant community, at what point does its name for a place qualify for endonym status - how large does the community need to be and for how long do they have to have lived in that place? In addition, a predominantly linguistic concept of the endonym/exonym divide was also suggested, deviating from the traditional UNGEGN understanding of this divide in regarding endonyms as names conforming to a certain language irrespective of where the features assigned by them are located in geographical space (and defining exonyms as the opposite). By 2014 it had become clear that a complete reconciliation of the diverging opinions within the Working Group was most unlikely. All the major arguments had been exchanged and the discussion could not be perpetuated indefinitely at the expense of other relevant agenda items. So the Working Group declared that its 16th meeting in Hermagor in 2014 would mark the final opportunity to arrive at an agreement on new definitions of endonym and exonym. The 18 papers presented on this subject at the Hermagor meeting and included in this book therefore highlight the final stage of the discussions on the definitions, and perhaps display all the arguments and positions in their most comprehensive form. They clearly show the dichotomy between advocators of all-comprehensive umbrella terms and those preferring terms which meet the practical needs of standardization, as well as the dichotomy between linguistic and cultural-geographical (space-related) approaches.

Why is it that the topic of exonyms, and more precisely the endonym / exonym divide, attracts so much interest and is so much disputed? It is perhaps because this divide arises when a geographical name is considered within the relationship between a name-using community and the feature bearing this name - is the feature marked by the name »ours" or theirs"« This is a highly political, sociological and cultural-geographical issue which also has juridical implications and is frequently loaded with emotion, since from this perspective place names are symbols of space-related personal and group identities. It is much more emotive than other aspects of toponymy, such as the type of feature a name indicates or what its etymological origin might be. The issue is ubiquitous, affecting the relationship between various types and ranks of communities at every level; not only the relationship between nations, but also that between dominant and non-dominant groups at the sub-national level, between the inhabitants of a city, town or village and outsiders, and even between house-owners and their neighbours. It corresponds also to a basic human instinct - to distinguish between what is "mine" or "ours" and what is "yours" or "theirs". Moreover it is highly political, because of historical events like population exchange and changes of rule and political power, which may have resulted in a shift of name status between endonym and exonym. Another reason for the sensitivity of the endonym/exonym divide is that the use of exonyms is frequently regarded as an expression of claims on geographical features, although this is almost always a misinterpretation. The Working Group on Exonyms of the United Nations Group of Experts on Geographical Names (UNGEGN) dealt from its foundation in 2002 with this divide arriving at an increasingly profound understanding of the issue. Still, many questions are open, such as whether language and officiality were essential criteria for this divide or how it is affected by script conversion or refers to large uninhabited features like seas. This book contains the most recent findings in this respect as presented at the Working Group"s 14th Meeting in Corfu, 23-25 May 2013. In a historical dimension languages come and go depending on political support. Place names as elements of language are part of this historical fluctuation. Due to their symbolic role as markers of geographical features, territories and space-related identities, however, they are even more exposed to political change. At any time the replacement of the dominant political or cultural force within a given society can result in place-name changes. A recent example is the rise and fall of Communism in Eastern Europe. But the commercialisation of our societies also has its impact on toponymy. New commercial names replace traditional ones, prompting the question whether place names should perhaps be regarded as a part of the cultural heritage and be protected for this very reason. Upheavals of the namescape are certainly caused by a change of dominant political forces. But the emergence of new official names, e.g., due to standardization and public recognition of place names of indigenous and non-dominant groups, can also result from new cultural directions and attitudes in a given and otherwise stable society, when for example strong efforts are made to codify the languages of indigenous peoples and to display their place names subsequently in public space. Place-name changes often affect the names of streets and of urban spaces in general, since many of them have a commemorative function and are thus closely related to certain historical periods and powers. But names of populated places and especially cities are also frequently subject to name changes due to the prominence of these features and their importance in politics, culture and the economy. It is also interesting to see how place-name changes are received and accepted by the users, i.e. the local community and the outside world. It frequently occurs that the old and the new name remain in use simultaneously for some time - the use differing by age groups, political directions, or between insiders" and people from the outside.
