This publication contains 28 papers presented at two symposia during the Thirty-first COSPAR Scientific Assembly, Birmingham, UK, during July 1996.Joel Susskind and others presented new methodology to infer the Earth's surface and atmospheric characteristics from simulated high spectral resolution infra-red and microwave observations under partially cloudy conditions with multiple cloud formations. The non-linearity of the problem was fully treated and the information content of the radiances maximised.
