Governments have been negotiating about disarmament, or more limited forms of arms control, for forty years. Despite these negotiations, weapons of increasing deadliness and sophistication continue to be developed. Through the use of case studies of particular negotiations (Partial and Comprehensive Test Ban, SALT I and II, INF and START, and MBFR/CFE), the book explores both the reasons for success and the obstacles leading to failure, and assesses the importance of different types of explanation.
Dr Carter not only analyses the reasons why negotiations fail, she also examines the conditions under which they are likely to succeed. The result is a balanced comprehensive treatment of the problems and prospects for arms control.

`The range of material covered is very wide, and one great strength of this book is that it does not fall into the trap of providing over-sketchy accounts of the different negotiations. The result is an important and thought-provoking book that will be required reading for those in the academic arms control community.' Steve Smith, International Affairs
`an important and thought-provoking book that will be required reading for those in the academic arms control community ... a well written and useful book' Security and Arms Control
`This is a very timely and helpful overview. Part of being well-informed is careful study of works of this kind.' Life and Peace Review
`An excellent and readable study, highly recommended for all collections in national security policy and peace studies. Upper division graduates and above.' F.M. Coulter, Clemson University, USA
'this book has many merits - a clear structure offering a firm framework for analysis and related case studies, useful summaries of the key negotiations with footnotes that provide a goods guide to the relevant literature, and much thought-provoking analysis of the many factors leading to success or failure' A.W. Barlow, Arms Control
'a welcome addition to the small but very important literature that looks at arms control in historical perspective ... a welcome step in the right direction' Joseph Kruzel, Ohio State University, Survival, Vol. xxxii, No.6, Nov/Dec 1990
